How can I make inexpensive hair volume and waves at the same time after washing on the same day??

How can I get volume and wave into my hair at the same time without having to buy an expensive hair appliance or going to the hairdresser? I need to do something to my fine hair to get both volume and waves after I wash it.

I already asked this question just asking how to get waves and I got some great answers, but now I'm wondering, how can I get volume at the same time as waves?
