Those are done completely differently.
The 1st makes more of a loose, curly, bed-head look, and is done is done using a 3/4' curling iron, curling one stand at a time toward the back, then using lots of hairspray and volumizing spray to poof it up with your fingers.
The 2nd makes more of a loose, wavy look, and is done using a large, 3-barrel crimper, used section by section, from top to bottom.
