and i have not poofy hair but a little frizzy around the ide of my forehead. and the top.

i have a bout 1 and a half inch hair

i want my hair so that if u hold it up it wont stay up

Well first you are going to have to grow it.

Once it is the right length (or a little longer) take the pic to a salon and say you want that cut.

They will do your hair same as in the photo, you should pay attenention to what they do.

You will need to straighten it, then proabably a little product at the roots to hold it in that side sweep and to minimise blow aways.

P.S. The haircut in the photo is really geeky.

First, you have to grow your hair out longer. Until it's the right length, it's not going to look like that. After it's long enough, take that picture to a salon, and get the SAME haircut. Then, once that's done, you can either straighten the frizzies out with a flat iron, or use a frizz serum, like frizz ease.
