How can hair look THIS good!? Dang Celebrities... : )?

How can my hair look like this?

HEY! so i am in love (yes, dramatic, i know... but wait till you see the picture! ) with Aly's hair. My own hair is shoulder length and when I let it dry naturally, it's pretty wavy. Whenever I put mousse in it and scrunch it, it looks ok because it gets really curly, but it's stiff. not hot like Aly's! lol. So I need some good hair advice! How can I get my hair to look like this!?
